Regulatory Intelligence & Compliance Action

When regulation moves faster than your team can interpret, compliance becomes a boardroom risk. CIRUU’s Regulatory Readiness Sprint gives you clarity on your obligations, a map of your gaps, and a control roadmap your organisation can execute in weeks, not quarters.

The Challenge

The EU’s Carbon Border Adjustment Mechanism is no longer a reporting exercise. Since 1 January 2026, importers of cement, steel, aluminium, fertilisers, electricity, and hydrogen must register as authorised declarants, collect verified third-party emissions data from non-EU suppliers, and purchase CBAM certificates priced against the EU ETS allowance rate. The penalty for non-compliance is EUR 100 per excess tonne of embedded emissions.
For CFOs, sustainability leads, and regulatory affairs teams, the challenge is acute. Emissions data from suppliers is inconsistent or absent. Internal control frameworks were not designed for cross-border carbon accounting. The September 2027 certificate surrender deadline is closer than most compliance programmes can accommodate.

And CBAM is only the beginning. Industrial decarbonisation regulation, EU ETS evolution, the UK’s own carbon border mechanism proposals, and sector-specific sustainability reporting obligations are compounding the compliance burden simultaneously.

What We Deliver

A complete regulatory readiness assessment and compliance-action roadmap, tailored to your organisation’s product portfolio, supplier base, and jurisdictional exposure. Tangible outputs include:

Obligation Map
A structured register of all applicable regulatory requirements across CBAM, EU ETS, and relevant cross-border compliance frameworks, mapped to your specific product categories and trade flows.
Gap Assessment
An honest evaluation of your current compliance posture against each obligation, identifying data gaps, control weaknesses, and process deficiencies.
Control Roadmap

A prioritised, time-bound action plan with clear ownership, milestones, and governance touchpoints — designed for board-level reporting and operational execution.

Board Memo

A concise executive summary translating regulatory exposure into financial risk and recommended action, ready for board or audit-committee presentation.

How It Works

The Regulatory Readiness Sprint is a structured, time-bound engagement, typically delivered in 4–6 weeks:
1–2
Assessment
We map your full obligation set, review product portfolio and supplier-data quality, and identify the critical gaps.
3–4
Build
We construct the obligation register, design the control roadmap, and draft the board memo — validating assumptions with your internal teams.
5–6
Deliver & Transition

We present findings to your leadership team, hand over all deliverables, and define the path to ongoing monitoring.

Who This Is For

This service is designed for CFOs, regulatory affairs directors, sustainability leads, and supply-chain directors at EU and UK industrials who import CBAM-covered goods or face material carbon-compliance exposure. It is particularly relevant if your organisation has recently identified gaps in emissions-data collection, supplier evidence, or internal control frameworks.

What Comes Next

The Regulatory Readiness Sprint is designed to stand alone as a high-value, time-bound engagement. For clients who require ongoing compliance management, we offer monitoring retainers that provide continuous regulatory tracking, obligation updates, and evidence management supported by PReIntel, our proprietary regulatory-intelligence platform. This creates the sustained assurance that boards and auditors expect.

Every conversation begins with understanding your specific obligations and timelines. No generic proposals.
